I. Review and approval of February 24, 2020 meeting
Motion made by Ana Christensen to approve the meeting minutes from February 24, 2020. Motion seconded by Xianchang Li.
Motion passed.
II. 91制片厂 IDC Policy – Further discussion and approval
Jerry Lin: Presented is the revised draft for the IDC policy. Our goal is to distribute the IDC to PIs, departments and colleges involved.
Xianchang Li: recommend inclusion of previous distribution methods for comparison.
Jerry Lin: Previously the distribution ended at the college level and there had been variation. The proposed distribution is based on the fractions exercised in most of TSUS institutions, including TSU. Is there any further discussion? There are none.
Motion made by Ana Christensen to accept the proposed IDC policy. Motion seconded by Ken Young

III. Policy on student hires on sponsored projects – pay rate and FTE
Jerry Lin: We need to discuss the guidelines for student salaries on sponsored projects. This includes undergraduate students and graduate students. We also need to discuss what will be a reasonable rate.
Ana Christensen: Is it possible we can suggest a minimum rate or range and not a maximum.
Jerry Lin: The minimum cannot be below the federal amount.
Bryan Proksch: We will need to pay them at least minimum wage. It would be unethical and against the law to pay them anything below that amount.
Jerry Lin: Agreed. ORSPA will propose a pay rate scale for discussion and approval in future meetings.
IV. Cayuse SP Rollout
Jerry Lin: We plan to implement proposal submission through Cayuse. Cayuse is currently used for all IRB submissions. The new modules including Sponsored Projects (SP) and Module 424 will go live for grant submissions beginning June 2020. We will begin holding virtual training's in April and roll out the production (live) module beginning June 1, 2020. At that point we will accept both forms of submission. Beginning January 1, 2021, it is anticipated that all proposal submission will be made via Cayuse SP or 424.
Xianchang Li: Does this mean that Competition Space submission portal will no longer be used?
Beverly Kemp: Competition Space and Cayuse are two different online platforms used for two completely different purposes. Competition Space is only used for internal grant submissions, from our office, REG’s or Research Enhancement Grants. Cayuse SP and 424 will be used for all Federal grant submissions as well as industry or local grant submissions. We will cover everything a PI needs to know during training.
V. Future online meetings – Microsoft Teams
Jerry Lin: I would like to move the virtual meetings to Microsoft Teams for our future monthly meetings during limited campus access period. This platform is available to everyone who has an LEA account. Are then any objections to the April meeting being held via Teams? There are none.
VI. Roundtable discussion
Jerry Lin: I’d like to open to the table for any further discussions we may have. There are none.
